The application process started in 2007 under the direction of Father Peter Mitchell who was pastor at the time.

Todd Tuls has an official answer.

The owner of Butler County Dairy south of Rising City had asked the County Board of Supervisors on several occasions to override a Read Township regulation.

Tuls wants to install a pipeline under 28 Road to bring liquid manure from the dairy's lagoon to a system of center irrigation pivot units in Reading Township.

Without crossing the road he must build a pipeline a mile long to cross under the road at the intersection of State Spur 12C west of the dairy.
