A David City man has alleged that his free speech and due process rights were violated when he was terminated from his job as a city police officer.
Vincent Brehm, who was not re-appointed in December to the David City Police Department, recently filed the lawsuit in U.S. District Court in Omaha.
Mayor Dana Trowbridge and City Attorney Jim Egr said they would make no comment on the case.
Brehm worked for the city more than 10 years before December.
Now is the time to prepare entries for the 2010 Nebraska Master Conservationist Program which is open to adults and youth who have carried out new and traditional soil and water conservation practices in urban and rural areas.
This annual program includes categories for farm/ranch, residence/acreage, community and youth projects, according to Michael Rethwisch, UNL Extension educator.

In order to provide information to the Rising City Public School Board of Education for a possible merger, Shelby Public School is submitting the following response to the guidelines and goals developed by the Rising City Board of Education.
Goal 1 - Keep an attendance center in Rising City for as long as possible.

Intent of Proposal: It is the intent of the David City Public Schools' Board of Education to work cooperatively with the Rising City Board of Education to create a Butler County enlarged district that would meet the educational needs of the district and work to discover options to improve the total system. The proposal is based on the following principles and beliefs:
The Rising City Public Schools' process of conducting a straw poll regarding its future merger plans began last week.
Registered voters residing in the Rising City Public Schools District should have received their ballots by Thursday, Feb. 25, and before that, an informational letter.
Superintendent Michael Derr provided the information to The Banner-Press on Monday.
With the citizens of Rising City set to voice their opinion on the merger options that have been presented, it is clear to me that the future for the families of the community, the school facilities, and the vitality of the community is brighter if RCPS were to merge with Shelby. Shelby clearly has need of additional classroom and activity space, and this is reflected in their interest in developing a Middle School in Rising City. Counter to the trend in smaller communities across rural Nebraska, the Shelby school is currently experiencing increasing enrollment.

I am writing regarding the Rising City school district merger with David City or Shelby. My concerns against merging with David City include the following:
When has a school board (D.C.) gotten the right to float a bond for over two million dollars without a vote of the people? I was shocked to see this published in the "Banner Press".
David City will not operate a grade school in Rising City, but talked about a magnet school. This would not have enough students to justify keeping the Rising City facility in operation.
RC should join Shelby
Let me express my thanks to the Rising City School Board members for their work. Rising City is still my hometown and the Rising City Public Schools is still very near and dear to my heart. I respect the board's decision that it is time for a merger.

Clarifying statements
I would like to clarify my statement made at the Rising City Board of Education meeting on Monday, Feb. 15. As each person was allowed two minutes to offer a statement, I was unable to respond and clear up any information at the meeting.
The county's tax district is comprised of various governing bodies who are able to levy property taxes, such as county government, school districts, cities, the ESU, etc.
